A practical/competency test will form part of the selection process. Only applicants within the Provincial Government: Western Cape will be considered for this post.

A valid driver’s licence and willingness to travel.

Appropriate experience in the KRA’s of this post. Appropriate previous experience in a supervisory or managerial position.

Appropriate three-year National Diploma or Degree.

Knowledge of HR Policies, procedures and practices. Knowledge of Staff Performance Management System. Sound knowledge of Persal. Presentation skills. Ability to work independently and deal with conflict. The ability to effectively communicate in at least two of the three official languages of the Western Cape. Computer skills – intermediate to advance (MS Office).

Manage the HR Planning function within Khayelitsha/Eastern Substructure. Manage the implementation of HR policies, practices and procedures with respect to HR Planning, Establishment control, Recruitment and Selection and Staff Performance Management and Human Resource Administration (Payroll). Facilitate the effective operational management of SPMS within the Substructure. Coordinate and manage a Persal Helpdesk function. Monitor compliance to HR policies within the Substructure in conjunction with the HR Audit Action Plan and monthly Line Managers checklists. Manage RWOEE and E-Disclosures for the Sub District Office. Handle all matters related to supervision of the Policy and Practices component and provide training on HR matters. Assist with grievance investigations and provide a HR advisory service.
