JOB TITLE: HOD Marketing and Communication SALARY GROUP: 109 LOCATION: Western Cape Region
DEPARTMENT: Marketing and Communication POST NUMBER: TBA REFERENCE: CMR/HR/REC/22/11/09
DEPARTMENTAL MISSION:
To develop, implement and manage the marketing, corporate communication, media and stakeholder relations function in PRASA Rail Western Cape.
OUTPUTS
1. GENERAL MANAGEMENT:
– Human Resourcing related functions
– Finance related functions
– Supply chain related functions
– Business Risk & Compliance management
– Develop integrated regional emergency communication strategy (Crisis Comms SOP’s)
2. FUNCTIONAL/SPECIALIST
Ensure that all regional M&C strategies, plans and actions are aligned to and comply with Corporate policies
i. Marketing and communication management
– Compile M&C business plan (marketing, promotions, events, stakeholder & media relations)
– Provide operational perspectives to PRASA’s Corporate policies, strategies & procedures
– Sales, marketing & promotions: respond to incoming and develop internal marketing/sales opportunities
– Guide and monitor responsible assistant-manager
– Oversee organizing international host sessions in region as and when
– Oversee tourism portfolio as promotion of off-peak capacity & revenue generation
ii. Media management
– Ensure that media houses and reporters are lobbied (Build and maintain extensive network relations of high-level and relevant media contacts)
– Drafting Media Releases for the Region
– Media Interviews
a. Conventional media
– Responsive: Oversee response to all media enquiries & letters in the media
– Pre-emptive: Oversee media briefings, approve communication collateral (presentations, statements, fact files)
b. Social media
– Oversee and monitor implementation ofsocial media plan & diary
– Monitor assistant-manager Marketing & Promotions oversight
iii. Regional brand custodian
– Ensure compliance to PRASA’s brand (internally & externally) on regional documentation (all templates)
iv. Corporate communication
– Oversee content and scripting of passenger information channels
– Oversee scripting of CS FAQ’s
– Oversee weekly custom publication
– Public Speaking
– Oversee employee communication i.e. intranet, communiques, From The Desk…, PRASA Corporate
v. Stakeholder management (external & internal)
– Assist and support regional manager to build the necessary and appropriate high-level relations with key stakeholders
– Regional: Accompany regional manager to meetings with provincial, local authorities and parliamentary committees, PGWC, NEDLAC
– Deputise for regional manager during his absence/unavailability (chamber)
– Compile regional manager’s visual presentations for meetings/briefings
– Serve on external committees as regional representative
– Support Internal/interdivisional/corporate as required: parliamentary/special events (launches)
vi. Community relations
– Guide and monitor assistant manager, in terms of, overseeing commuter forums and community outreach programmes
– Compile MOU’s with key stakeholders
– Monitor & oversee community relations & CSI for compliance and alignment with corporate goals
vii. International Benchmarking
– Provide input to case & clearinghouse studies
– Assess and adopt relevant international best practices from other members commuter railways

Rail Industry
– Sound knowledge and understanding of the rail industry, the relevant stakeholders and the legislation and regulatory requirements of transport authorities pertaining to the industry

– Sound knowledge of the internal business environment, the relevant role players within the business and their key responsibilities and outcomes.

– Ability to relate rail issues to similar external/global businesses and adopt best practices.

Experience
– 5 – 8 years management and strategic experience in Public Relations / Communications
– Above average English language skills with the ability to write communications and
speeches
– Must have creative writing skills and the ability to develop concepts and deliver through
to implementation
Added advantage:
– Post- graduate Diploma in Marketing Management
– Experience as a journalist would be advantageous
